Car incentives, the bonus increases by 50% for those with an income below 30 thousand euros

The Government has decided to make some corrections to the car incentive structure dedicated to cars with low polluting emissions, also accepting some of the requests from trade associations. Therefore, the approval of a DPCM has arrived which introduces an extra bonus for vehicle buyers who have an income below 30,000 euros and the possibility for rental company to be able to access the contributions.

Let’s go into the details. The first novelty had already been anticipated some time ago. Therefore, all those who have a income of less than 30,000 euros, they will get a 50% increase in the contribution for the purchase of their car. Recall that the original scheme of the incentives provides for a contribution for the purchase of a BEV of 3,000 euros without an old car to be scrapped and of 5,000 euros with scrapping. As for the PHEV models, the incentive is € 2,000 without scrapping and € 4,000 with scrapping.

Following the introduction of this novelty, shields him from contributions for people with incomes below 30,000 euros it will be the following:

  • Electricity purchase with scrapping: 7,500 euros
  • Electricity purchase without scrapping: 4,500 euros
  • Plug-in purchase with scrapping: 6,000 euros
  • Plug-in purchase without scrapping: 3,000 euros

The second important change concerns the possibility of accessing incentives for electric cars and Plug-ins also to “legal entities that rent cars as long as they keep ownership of them for at least 12 months“. Until now, rental companies had been excluded. It was a choice that had caused much discussion, so much so that the trade associations had long ago asked the Government for a corrective.

Change that, now, has finally arrived, allowing to significantly expand the audience of subjects who will be able to exploit the contributions. When will they take effect all these news? The changes to the incentives were introduced through a Prime Ministerial Decree and not through the Aid bis decree. Therefore, the hope is that the technical implementation times will be reduced to a minimum since a specific ministerial provision will be needed.

Initial reactions to the new incentive scheme have been positive. UNRAEfor example, it especially welcomed the inclusion of rental companies.

We wish to thank Minister Giorgetti, the MiSE and the whole Government, for having accepted UNRAE’s appeal with an intervention that goes in the right direction for the proper functioning of the eco-bonus. Thanks to this measure, the full use of the available funds will finally be guaranteed and a residual balance of over 300 million euros at the end of the year will be avoided.

Finally, we recall that alongside the revision of the incentive rules, the Government also introduced new contributions for private charging.
