Putin’s successes in Donbass draw attention to the War “state” of Ukraine. Two reports offer answers. These are partial evaluations, indications however expressed by authoritative sources. The first study is from the Congressional Research Service of the American Congress. Here are the main points:

• In the first stage the resistance showed skill, high morale, efficiency. Conditions worsened with the invasion offensive to the east. The losses are too heavy, gaps that represent a long-term challenge on operational capabilities.

Many have fallen between special forces and veterans, replacements must be prepared and time is insufficient. There was one chronic shortage of officers, now the conflict has exacerbated the problem. Soldiers also need to learn how to use equipment from abroad. These are aspects already reported by those who were on the field, now they have further certification from US parliamentarians.

The second document was drawn up by the British Rusi Institute, among the best in following the trend of the crisis. Two experts, Jack Watling and Nick Reynolds, go into detail:

Moscow’s artillery, with its concentrated and massive firing, precludes enemy maneuvers, makes supply routes precarious. The electronic warfare activity of the attackers is very effective.

• The hits entrusted to missiles – especially cruise ones – have a political and economic impact on the defenders, on civilians, on the confidence of the population, on the cities. Just in these hours a task force composed of three ships and two submarines crosses in the northern part of the Black Sea, on board 30 Kalibr cruise ships, ready for new “gusts” on the territory.

• To Zelensky’s army many infantrymen and personnel are missing for armored units (the means are also scarce).

The pressure of the Army sets severe limits, Kiev is struggling to launch coordinated large-scale maneuvers. Proof to the contrary could come in the case of an offensive in the southern zone, which is considered imminent.

British analysts suggest which materials should be guaranteed in addition to Kiev to cope with a difficult situation:

• Weapons capable of “Suppress” electronic warfare equipment.

Long range rocket launcher (Mlrs) to deal damage to logistics, ammunition depots.

155 mm guns and related projectiles in quantity to “beat” the concentrations of troops and, at the same time, support the counter-attacks.

• Communications systems encrypted and protected.

Latest generation anti-tank and portable anti-aircraft missiles.

A “shield” that allows the Ukrainians to act despite the threat of Russian big guns.

• Protection of strategic infrastructures.

The study authors are direct in their conclusions. Ukraine can only cope with a coordinated Western support program, standardized and prolonged. It is not enough to tap into available NATO stocks, an adequate production chain is needed: proceeding with the handbrake on – they warn – only risks increasing costs in the future. So far the recommendations of the technicians, then governments and public opinion will throw their weight on the scales.
